Arnulf,

My email was not a motion.  I think a proper motion to add this to our
procedures (would it actually need to go into the bylaws?) should be
drafted up if we want this.  Amoung other things it would need to specify
the sorts of things for which lazy consensus is sufficient, and of course
Rich would need to vette it to ensure we are on solid ground.

Basically it is my opinion that the lazy consensus would be appropriate
for routine things that we would almost think we could do without
asking the board.  We are basically giving the board an opportunity to
object rather than waiting on a clear mandate from the board.

I agree, for statements of policy I prefer to have "full" support of the
board.
