Public Geospatial Data Committee approved

Dear all,

in the today's board meeting the formation of the "Public Geospatial
Data Committee"
was approved (upon my motion during the meeting).  Jo Walsh was appointed to
chair the committee, she accepted through IRC (congratulations!). The chair
of a committee is becoming officer of the foundation.

Before writing the committee wiki page, I would like to invite further inviduals
to join the Public Geospatial Data Committee. We should also find a sort
of catchy but serious name as public outreach will make part of the mission
(" Promote public access to state-collected geodata")

We'll prepare the committee wiki page then for further approval and
open the discussion to the (new) mailing list(s).
