Committee Chair Guidelines

dear Board,

I considered Friday editing the text of
http://wiki.osgeo.org/index.php/Committee_Chair_Guidelines but mostly
just ended up rearranging and simplifying its order, into
http://wiki.osgeo.org/index.php/Committee_Guidelines 
I hope this makes sense; if this is to become an official document 
then it winds up expressing some of OSGeo's constitution. 


I noticed in the wiki recent changes this, looking promising:
