[Board] Collaborating with OSSI

Thanks Tyler for passing this along.
This make me wonder if it might make sense for OSGeo to have some
equivalent to the Community Membership concept. I would envision this
providing a means for creating semi-formal relationships with other
communities. Bringing Geospatial into other domains is such an
incredibly important part of what geo is all about, maybe we can
broaden our engagement with other communities by opening our doors to
complementary organizations who we share common objectives with.
This could be everything from other Open Source organizations (such
as OSSI) to geospatial organizations (OGC, International Cartographic
Association. etc..) to specific niche areas who benefit from OSGeo
technologies, or could benefit with a bit of encouragement.
