[Board] SAC systems support for GEOS

Dear Board,

I would like to request an item be placed on the agenda for the next  
meeting about approving SAC support of GEOS, similar to what we are  
currently doing for MOSS4G.  Please not that GEOS is not currently an  
incubating OSGeo project at this time, but it is hoped that it will  
be in the (very) near future.  The motion to do so has passed SAC,  
and it would require the following items, of which all have  
volunteers for:
  - website (download.osgeo.org)
  - Trac
  - svn
  - maillist
  - distribution (download.osgeo.org)
