[Board] Project Sponsors for Incubating Projects

Interesting - we certainly don't want to say no to funds do we. :)  
However, that would make for a strange and arguably difficult precedent.

What's the status of incubation for GEOS? Any hope of seeing it  
through in the near-term such that the timing could be synchronized?  
That would be the simplest ...
