[Board] Motion: Award FOSS4G2010 Conference Hosting to Barcelona, Spain team

Hi all,
I would think that at least one of us has Jo's telephone number and  
could give her a call? I don't have it, but it would make sense. I  
assume she's not holding back her vote on purpose.
