Since we are not so swift at figuring out where to spend our money,
how about we pursue the path favored by other less-than-charismatic
leaders and simply get someone else to figure it out.

(a) get the Finance committee to give us a dollar number of discretionary funds
(b) ask the OSGeo subcommittees to submit proposals for the use of those funds
(c) pick a few
