[Board] Party like it's 2008

Similar to this, I would like to see us review our vision and  
objectives for the upcoming year.  Then get these tied to an updated  
budget.

I could see some proposals coming from education and geodata  
committees or more - but I assume they'd eventually just be rolled  
into the budget similar to the marketing, webcom and systems portions  
of the budget so far.

I suggest we start a budget review, either now or wait until after  
board elections.  It will be a good first job for the updated board -  
to help get familiarised with the budget and direction.
