[Board] notice: SAC approval of Request for Services for OSGeo4W project

+1 from me too. This is a very welcome project that I'm sure will be  
just what is needed for many people stuck on Windows to easily use the  
OSGeo software.

I remember having indicated to be willing to add GeoNetwork to the  
stack. I don't see it anymore. Was it dropped for a reason?
