[Board] Spending Limits

Folks,

I tried to dig up our spending limits protocol for OSGeo officers,
which i know we passed at a previous meeting, but was unable to find
it.  I'd like to link it from the board page, and possible other spots.

Does anyone know where the particulars might be found?
