Dave,
I think the intention is that this would be spending that already
fits into existing budget categories but that does not have to go through
a further approval process (by the board for instance).
So, for instance, I can imagine the VP Marketting ok'ing spending to ship
promotional materials somewhere without having to hold a vote of the Marketting
Committee or get special dispensation from the Treasurer.
Another example might be that Howard, as VP SAC could authorize renewing
our DNS entries without special approval from SAC or anyone.
But - I think it might be helpful to more fully document our policies
on officer spending. My assumptions might not be the same as yours, and
I'm sure there are lots of officers with less idea yet about what is ok
or what is not.
