[Board] proposing the Liason Officer for OSGeo-es

Markus, you're the wiki crawler I've ever met!
not even the time to come back from a yoga lesson.

We are checking continuously our activity on the wiki.
Things started growing  a lot in this last months around OSGeo-es and we 
finally ended up with the election of a Board of Directors.
"Board of Directors of OSGeo-es" or "Board-es" could be names to talk 
about in this list, for us is just the "Consejo de Dirección".
We will create a trash in the wiki with all the pages be want to discard.
We've been debating about entity and page names a lot and problably the 
debate is not yet ended.

I've just deleted the page you where suggesting to. Jsanz confirmed to 
me it had to be deleted.
