[Board] Event Owner for FOSS4G

Thanks for getting the ball rolling on this Arnulf.  As Frank  
mentioned, I also saw this as a marketing opportunity so was hopeful  
that my proposal to the marketing committee would have sufficed to  
approve spending some funds and letting one of us run with getting it  
done.  Not that it makes a lot of difference but that is why the  
committee has the budget.
