[Board] OGC compliance certificates for OSGeo projects?

I had the same questions for MapServer, we have run it through some of 
the CITE tests in the last releases and would be ready to get 
certificates from OGC, but I would like the certificates to be assigned 
to OSGeo and not Mapgears. Mapgears could "sponsor" the certificate 
fees, at least for the first year or two, since we had a client funding 
the certification work, but how to proceed is not clear to me either.

It would be great to come up with a standard procedure for all OSGeo 
projects that are getting OGC certification.
