[Board] F2F in India

Dear All,
though in the last board meeting I joined late, there were enough exchanges, and then through the OSGeo Discuss list. Recently we had a OSGeo India meeting and I have the following to offer.

1. In lieu, of an F2F meeting of OSGeo Board in India;
2. OSGeo India plans for a conference inviting stakeholders 
   where in, OSGeo board members can help nudge policy
   makers to adopt Open GIS, lecturing various success stories of
   application around the world. 
Details of the conference will be made available as they emerge.
