[Board] proposing regular meeting time change

Hi Board,
Shifting the time to 17 utc .. OK, we will put-up with it in India.. I am probably, the eastern limit unless members of the board
travel east.. east of the, 'Bay of Bengal'??

Jeff,
I am also fine with 17:00 UTC (that is 19:00 at my place). It may well
be a little late for folks from India and eastwards.
