[Board] Board Policies: Conflicts of Interest

A Directors welcome is a good idea, but, without actually printing anything on paper.(For a greener OSGeo).

As meeting after meeting, we are churning up more issues that they should keep in mind,

let us be content with a list of, 'Dos and Don'ts.

Great idea Tyler.  When I joined another board they gave me a big binder of documents - but over time i've found that binder a very good resource (no searching wikis etc.)
