Think that what Ravi is trying to say is that any "expenditure beyond
a certain limit" could seek for a broader consensus form CM's and rather
than
decision by the OSGeo BOD alone.
Ravi, can correct me if I am wrong.
I consider OSGeo to be an evolving organism led by Board of Directors (BOD)
who are elected by Charter Members (CM). Positive attribute CM is being
a "do-er"
whose accomplishments are recognized by the entire of the OSGeo community.
OSGeo do-ocracy (http://wiki.osgeo.org/wiki/Do-ocracy) states
"Responsibilities
attach to people who do the work, rather than elected or selected
officials".
So, I think CM's are expected to do more than electing the OSGeo BOD and
new CM's.
Since CM's have the responsibility for the sustainable growth of OSGeo,
they might
as well have a more say on how OSGeo is governed and how the OSGeo funds
are
used.
