[Board] Spanish language local chapter: end of local board election procedure

Hello,

as the Liaison Officer of the Spanish Language Local Chaper, OSGeo-es
for short ;), I'm pleased to anounce the election of six new local
chapter charter members and the renovation of the local chapter board
o directors.

The election procedure actually corresponds to 2010... I'm afraid that
we had had some delays, but right now all the process is done.

The new local charter members are:

* Santiago Higuera
* Cesar Medina
* Mauricio Miranda
* Pablo Sanxiao
* Mauricio Pazos
* Szczerban, Wladimir

And the new local board of directors:

* Jorge Gaspar Sanz
* Pedro-Juan Ferrer Matoses
* Micho García
* Mauricio Miranda
* Santiago Higuera

We will like to thanks Javier Sanchez for conducting the procedure as CRO.
