To my knowledge this is not automatically the case. OSGeo assumes
responsibility only after signing a contract, in Barcelona this was when
I signed the contract with the PCO. In Denver it was when GITA was
officially contracted - and even here the rsponsibility for a financial
loss was not entirely with OSGeo (but Peter will know a lot better if
there are more questions on this).

So in my understanding until OSGeo has seen and approved a budget and
signed a contract we is not responsible for any financial losses.
