[Board] incubation GeoMoose and Rasdaman

The incubation committee has had (surprise!) a productive meeting; and managed to line up mentors for two projects: 
- GeoMOOSE (http://trac.osgeo.org/osgeo/ticket/147)
- rasdaman (http://trac.osgeo.org/osgeo/ticket/553)

As such I would like to ask that these projects be approved for incubation by the OSGeo board.

We also lack mentors for some of existing projects in incubation; if you spot any volunteers please send them our way.
