[Board] Request for recognition

Following several years of discussion about the need for an organization
to promote development and adoption of open source geospatial
applications, standards compliant metadata and open data, it has come time
to formalize the group as an OSGeo chapter. Although there are presently
no organizations in Yukon with similar objectives, our group is not
expected to be very large (we're a pretty small bunch of northerners to
stubborn to go where its warmer).

I have discussed the prospects for a local chapter with Jeff McKenna, who
provided strong support, encouragement, and suggestions on how to proceed
with formal recognition. Jeff Hamm has agreed to act as the initial
liaison with the OSGeo board.

Significant initiatives are already in place that use OSGeo projects, most
notably the Yukon Planning Atlas (Mapserver/Chameleon). We intend to probe
our existing network of local GIS users to identify other opportunities to
promote adoption of open source geospatial software.
