[Board] The geotools license agenda item

I would like to sincerely thanks the OSGeo board for the clarification 
about the right of contributors to re-license their own contribution. 
This is all we needed for going to Apache 2. I apologize for having 
missed the IRC.

We will setup a web site with SVN history of re-licensed files and 
indication about how the work of other contributors were omitted or 
rewritten, in order to allow anyone to check.
