[Board] F2F and AGM at FOSS4G 2013

Hi Jo,

Thanks for thinking ahead. 

The Board just had an initial discussion about the next F2F during our last
IRC meeting; as our Board members are now so geographically spread out i am
not sure what the plan will be yet, it could even be a fullday virtual
meeting, I am not sure.  

But if you need a hint now, I would say to yes plan for an AGM timeslot (2
hours would be nice, 1 hour could be do-able), and also 5 minutes in the
closing plenary for the Sol Katz Award.
