[Board] OSGeo Contact Address for SIGTE MoU

Board,
I am finalizing the SIGTE MoU to vote at the f2f meeting and they need a
postal address. I am so thoroughly virtualized that I have a hard time
to find which is the right one (or rather, a bit embarrassed to not
know... :-).
