I have reviewed article 5.6 and I don't see anything in it that
suggests the President can arbitrarily make changes in the charter
membership.  Based on principles of good governance I think it is
particularly important that selection of charter members remain in the
hands of the charter members.  Selecting the number to admit at the
board level is essentially a small concession to practicality.
