[Board] Motion: Accept all 22 Nominees of 2012 as new OSGeo Charter Members

I'm going to vote +1, but will admit to procedural misgivings.
As acting CRO (since Arnulf is off the grid for a couple weeks) and as board secretary, I'll tally the board votes on the motion tomorrow morning. Hopefully all will have voted by then - if not, we'll have to check the rules to see if this motion can be considered legally passed.
