[Board] CRO rules

At the next board meeting, I'd like to present a motion to amend this page http://wiki.osgeo.org/wiki/Chief_Returning_Officer to add a couple bullet items to explicitly state that:

  - the CRO is allowed to nominate people for charter or board membership
  - the CRO is allowed to vote in the charter and board member elections

Both Arnulf and I are co-CROs this year and we've both made nominations already, and I just suddenly had a scary thought that we might be violating some impartiality rules or something. The wiki doesn't say we are, so I'm assuming we aren't. But just to be on the safe side, a quick amendment would be worthwhile.
