+1 Frank - sorry for the delay

I would encourage the approach of using "Motion:" in the subject line,
and starting a clean new thread for board motions.  I was neglectful
on this motion because I thought it was just a discussion and I hadn't
dipped into it for a while.  I was neglectful on the last motion
because Arnulf started the thread with Motion in the title but it
didn't actually become a motion for a while into the thread.
