[Board] Binaries Packaging - A Strategic Investment

Code sprints.  Documentation sprints.

In my simple picture, the foundation generates reserves from regular
conferences.  Because it is the projects that attract people to the
conferences, the extra revenue goes back into supporting the projects.
Again my bias here, but OpenLayers doesn't have any problem attracting
people to conferences.  The project doesn't need any help from the
foundation in terms of binary packaging.  It is, however, in dire need of
documentation and website work and always benefits from development sprints.
