[Board] IRS 501c3 Requirement: Dropping the Project Sponsorship program

Markus,

I would suggest a few alternatives:

1) Route money through other organizations - such as local chapters or
individuals.  Already done by some groups.

2) Direct sponsorship of events.

3) Paid work through consultants.

4) Encourage folks to become direct OSGeo sponsors, and then we can direct
funds for some sorts of efforts to project activities (like hackfests).

While Daniel has expressed this as dropping the project sponsorship
program, I still like to think of it as suspending the program with the
possibility of re-instating it with terms more acceptable to the IRS.
 Perhaps this would mean more restricted things money can be spent on or
stronger limits on sponsors influencing how the money is spent.
