[Board] QGIS Hackfest funding

Thanks for this update Daniel.  I believe there should be an OSGeo
news_item/press release as well - "OSGeo Supports Grassroots Development
By Contributing Funds to the Essen 2012 QGIS Hackfest..."

Maybe the end of the press release should state "Other groups interested
in funding should contact the OSGeo Board."

(we might even consider providing funds to a part-time communications
specialist to handle these releases)
