[Board] Appoint rep for FOSS4G-NA 2013 LOC and Executive Committee

Board,

As per our agreement with the FOSS4G-NA organizers, we have to appoint a 
board rep on their LOC and the Executive Committee that will make all 
decisions that can have a financial impact. I added this on the agenda 
of tomorrow's board meeting.

My personal suggestion would be Jeff if he's interested. We'd also have 
to see if anyone else is interested. So please start thinking abut this 
now to save us time during the meeting.
