The bottom line is this, we should provide a clear no to projects rather than leave them in limbo. While we risk losing projects to other foundations, we have a mandate to encourage the use of open source spatial and need to see these projects supported.

As an side: the significant amount of work is not on the shoulders of the volunteer mentor, each project is stalling out going through their code / docs / data review. 

Frank also added some interesting points to the discussion in the incubation meeting yesterday, and I have an action item to take this proposal back to the incubation mailing list.
