[Board] MOTION: 750$ contribution to April 11-14 QGIS Code Sprint / Dev Meeting

Thanks Daniel.

With my president hat on, my vision is to support (fund, promote) as
many code sprints as possible.  I am very hesitant to put written rules
for sprint support (for example, there was a very important [to the
industry, to OSGeo] OpenLayers3 sprint recently, that contained
obviously only one project and a few companies - my vision is to support
that sprint in any way possible.  To let sprint organizers feel they can
approach the Board, and we are supportive of their ideas)  Maybe we even
should be proactive in the support (the organizers in fact did not
contact us for support, but we could have promoted it more, offered
assistance/infrastructure).

Sorry for long email.  I'm growing slowly into this position.
