[Board] Modification of OSGeo IRS application to 501c4

Hi Daniel,

Thanks for this.  It is interesting that David refers to the OpenNTF
situation in the IRS letter and mentions the person who helped them by
name - excellent.  I was assuming this letter would also explain how
OSGeo's activities meet (c)(4), but I guess that is somewhere else in
the paperwork.
