[Board] OSGeo stall at FOSS4G

Updates:
- Jorge and Pedro from the Spanish chapter have tracked down a popup
banner and will bring it along
- Ian from the UK chapter is going to find a table, chairs and a table drape
- Suchith from the UK chapter will also bring a banner
- Steven from the LOC has confirmed setup and takedown times
- I've reviewed the existing documents/handouts maintained by the
Marketing Committee (the only one applicable seems to be an outdated
brochure). Dearly missing is a poster/banner/anything to credit our
OSGeo sponsors.
- I've updated the wiki with all this
(http://wiki.osgeo.org/wiki/FOSS4G2013_OSGeo_Booth)
- will put out a call now to share booth duties
