[Board] OSGeo-Quebec event November 11-13, 2014

Hi Cameron,

No, the event is not using the FOSS4G name. This email was just to 
inform the community about our plans to hold an event on Nov 11-13, 
2014, it was not a request for using the name FOSS4G.

With respect to the use of the OSGeo brand in the context of the event, 
I believe this is already allowed for official local chapters, so no 
action should be required on that front either unless I'm mistaken.
