[Board] minutes from osgeo board meeting

Hi Cameron, my plan was the send an update/report to the Discuss list.
I agree, the more we share this with the community to different channels
the better.

It was a great meeting, and I hope we can set aside a 3 hour block for
these extended meetings once every 4 or 6 months.
