[Board] OSGeo Elections 2013

Hi Arnulf,

I just want to make sure we are on track for elections.  I believe we
have support from the Board to begin the process (I'll leave the Board
meeting agenda item as-is for this for Thursday, but I don't want to
affect your proposed timeline).  We are to begin Charter Member
elections tomorrow correct?  2013-07-09 to 2013-07-23

Let me know if you need anything to begin.  We should send out a
news_item@ announcement today.
