I think the only way out of this mess is that I abstain.

By the definition I have no conflict of interest.  I resent someone trying to make that decision for me (emotional reaction I know)

I admit to having an opinion and know how I would normally cast my vote because of that opinion.

I will offer to help organize a Washington DC conference one way or another. I'd like it to be an OSGeo conference building contribution through profits.

I have no doubt that either venue would lead to a successful conference and I've already stated the pros and cons that I see with each.

Lets take this off the table and let the rest of the board decide.  I think I've made my point.
