Arnulf, thanks for bringing this up. No problem about motion moved by
Anne Ghisla. However, for the future it would be better check the by laws
and verify if Arnulf (or any other Charter Member) could move a motion.

I think that any Charter Member should be able to move a motion for
the OSGeo Board to consider.
