Markus, matching funding equates to funds raised from sponsors "for the 
specific code sprint event".

But probably the more important consideration is that OSGeo has a fixed 
amount of funds allocated code sprints, which should be shared equably 
between sprint events. The big unknown factor when determining funding 
for a specific code sprint is knowing how many code sprints there will 
be for the year.
What I suggest is that we keep track of past code sprints, including key 
metrics such as numbers of attendees, costs. Something like: 
http://wiki.osgeo.org/wiki/Live_GIS_History (which keeps track of how 
OSGeo-Live is being used and is useful for planning for future 
OSGeo-Live sponsorship).
