[Board] Treasurer updates - FOSS4G-NA 2013 and FOSS4G 2014 (PDX)

Board,

A few notes from the treasurer relating to FOSS4G-NA 2013 and FOSS4G 
2014 in Portland. The two are not directly related, they just happened 
on the same day by coincidence and I am relaying the info here since 
they involve significant amounts of money:


1- FOSS4G-NA:

The FOSS4G-NA 2013 team just sent us a check for 44,275.75$ (USD) which 
is the surplus from the event. As was previously agreed [1], a minimum 
of 50% of this amount is earmarked for future FOSS4G-NA events, and the 
other 50% can go to regular OSGeo operations.

Thanks a lot to the FOSS4G-NA team for this significant contribution!!!


2- FOSS4G 2014 Portland

The FOSS4G 2014 budget has been approved by last week the OSGeo board 
[2], the Portland LOC has retained the services of VTM Group [3] as 
professional conference organizer (PCO) and a contract between VTM and 
OSGeo has been signed a few days ago.

As per the terms of the contract, I am going to wire 30,000$ to VTM 
today to serve as seed money for the event, to cover initial 
deposits/expenses until the first sponsorship payments start to arrive.
