[Board] foss4g europe

Jachym,

I am very pleased to have the OSGeo logo be used in association with
FOSS4G-Europe.

I'm hesitant to make a blanket statement that anything calling itself
FOSS4G can use the OSGeo logo.  I can imagine an event starting that strays
far from our principles.  I'd rather have some sort of minimum vetting step
by either the board or the OSGeo conference committee.

Note that conferences run in close cooperation with a local chapter can
also use the logo under the normal rules covering local chapter operations.

I do love Daniel's idea that each series would have an "OSGeo liason" who
could ensure things are least mostly inline with OSGeo principles, and
perhaps report back to the board, conference committee, or discuss list
very briefly on the event.  I think it would be great for Jachym to be that
liason for FOSS4G europe.
