[Board] MOTION: Approve FOSS4G 2014 Budget

+1 for the 2014 Portland Budget

I've watched Paul review the budget on the private list, excellent job.

Also, I'd prefer any signing to happen before Monday, as I am traveling
then to the FOSS4G-Asias.
