[Board] Proposal: OSGeo cover board member dinner expenses

Hi Board, community,

I've had some offline talks today on this with concerned community
members.  I've given it a lot of thought.

Having a chance for us to sit with 13 OGC industry leaders, is valid use
of OSGeo funds in my mind.  My votes are therefore below inline:
