[Board] Suggested text for "Expectations for Board Membership"

No intention of shooting down anything.
Just a request that documentation process
concerning elections need not be initiated
when the process has already begun.

Can be done well in advance before the 2015
elections. As a charter member, I will also
contribute to the documentation process
after the ongoing elections are over.
