[Board] mail list for gis.lab

Hi there,
In my opinion the board should not give direct inputs on this
actions/decisions, but should monthly ratify committees decisions, which
shold be monthly reported.
This for two reason in my opinion:
- be informed on what is going on,
- act as a referee in case of issues
